Fujitsu Western Europe
A fourteen-team pilot from 2021 is still collecting awards in 2024 - with the same numbers and no sign it is still running
Fujitsu Western Europe started micro-enterprises on the Haier model in April 2020: fourteen self-organised sales and delivery units in six countries by March 2021, driven by two regional vice presidents after hearing Zhang Ruimin speak. The results reported in 2021 were real and modest. Nothing has been reported since, the region has been reorganised twice, and the same 2021 figures won a ZeroDX award in 2024.

Why this status
Every number is from 2021 and comes from the pilot's own leaders, Corporate Rebels or the Haier Model Institute. No evidence exists that the micro-enterprises survived the 2023-25 restructuring of Fujitsu's European business, and the leaders themselves no longer mention them. Cite it as a documented pilot, not as a case.
What makes it a Beta case
- Trigger: João Domingos (head of Western Europe) and Bruno Sirletti (cloud and digital business) heard Zhang Ruimin at the Drucker Forum in Vienna in September 2019 and started micro-enterprises in April 2020.
- Fourteen micro-enterprises in sales and delivery across six countries by March 2021, with appointed leads, self-organisation inside the unit, the right to choose markets, hire and close deals directly with customers.
- Pay: fixed salary plus a variable share, the same bonus for every member of a micro-enterprise - a team-based, not user-value-based, variant of Haier's scheme.
- Support from Corporate Rebels (case study, March 2021) and the Haier Model Institute; Zero-Distance award 2020 among eleven winners.
What is documented
- Reported for 2021 by the pilot's leaders: engagement from 64 to 73, net promoter score from negative to positive, one Spanish micro-enterprise tripled its orders, the cloud unit grew from 5 to about 25 consultants, "no micro-enterprise made a loss".
- Both leaders are still at Fujitsu: Sirletti as head of growth for Western Europe since November 2023, Domingos promoted to head of Continental Europe around November 2025.
- ZeroDX award 2024 for "Fujitsu Europe" in the transformational category - the citation repeats the 2020-21 figures word for word.
Where it cracks
- No new evidence since 2021: no numbers, no count of micro-enterprises, no job advertisement or executive post in 2025-26 that mentions them. Domingos's own announcement as head of Continental Europe talks about AI, sovereignty and quantum, not micro-enterprises. Fujitsu was not among the ZeroDX winners in 2025.
- The unit has been reorganised around the pilot: sale of the German private-cloud business (about 1,200 people) in November 2023, European services bundled under Fujitsu Technology Solutions and hardware moved to Fsas from 2024-25, group headcount from 123,500 (March 2024) to 99,200 (March 2026), a 20% cut in two years.
- Scale: fourteen units in one region of a 100,000-person group - never a company model, never extended beyond Western Europe.
- Sources are entirely inside the ecosystem: the two leaders, Corporate Rebels (then writing a Haier book), the Haier Model Institute and its award partner. No independent press, no Fujitsu press release, no mention in investor material.
- Context: the Post Office Horizon scandal in the UK, a voluntary halt on bidding for new UK government work since February 2024, and a strategic pivot to "Uvance" and AI - not a climate in which a decentralisation pilot gets attention.
Verdict
Fujitsu is the case that shows how the field's evidence base works: a genuine pilot, honestly reported once, then repeated for years by the people who have an interest in it, until an award in 2024 celebrates numbers from 2021. That is not fraud, it is inertia. But it means Fujitsu cannot be cited as a 2026 example of RenDanHeYi in the West. Use it, if at all, to explain why every case on this site carries a review date.
