A state-linked garment maker with 12,000 people is cited as radical decentralisation - the only evidence is a consultancy workshop from 2018

Corporate Rebels named Garco10 in January 2026 as proof that radical decentralisation is reaching emerging markets: a Vietnamese clothing company with 11,000 people. Behind the sentence is a client page of the consultancy Teal Unicorn documenting a training programme in 2018, after which the company reported fewer signatures and eleven simplified forms. Nothing since. The company is a well-run, state-linked contract manufacturer with a 3-4% margin, and it does not describe itself as decentralised.

Why this status

No numbers, no structure, no follow-up: the entire Beta claim rests on a 2018 workshop and a consultancy's aggregate statement about twenty clients. Listed here so that the Corporate Rebels citation can be placed, not because there is a case to cite.

What makes it a Beta case

  • Company: founded 1946 as a military sewing workshop, state enterprise from 1961, joint-stock company since 2005, listed on UPCoM since 2018; the state textile group Vinatex holds 32.2% (end 2025); CEO and chairman Thân Đức Việt.
  • Operations: eleven sewing plants from Hanoi to Quảng Bình, roughly 25-30 million garments a year, 80-89% export to the US, EU and Japan; own brands May 10, GrusZ, DeTHIA; BetterWork and BSCI certified; company kindergarten and health care.
  • The "decentralisation": a 2018 training programme by Teal Unicorn (Two Hills Ltd, Rob England and Cherry Vu, method "Open Management") for the board, unit heads and staff, after which Garco10 reported in its own year-end statement that decision rights were pushed down, 14 procedures removed, 11 forms simplified and signature chains shortened.
  • What the company itself emphasises in 2025-26: digitisation, automation, green transition, productivity up 30%, a first-class Labour Order from the prime minister at its 80th anniversary and "five tasks" assigned by the government.

What is documented

  • 2024: revenue VND 4,699bn (about USD 185m), pre-tax profit VND 131.5bn, margin 2.8%. 2025: revenue VND 5,136bn (+10%, about USD 198m), pre-tax profit VND 212bn (+50-60%), margin 4.1%; about 12,000 employees; average income above VND 11m a month (about USD 420).
  • The 2018 training and its reported administrative results are documented on the consultancy's site and in Garco10's own 2018 statement.
  • Corporate Rebels (1 January 2026) mention Garco10 in one half-sentence as a Teal Unicorn client; the striking figures in the same passage (revenue doubled, waste down 60%, often within 18 months) are Teal Unicorn's aggregate claim about more than twenty Vietnamese organisations, not about Garco10.

Where it cracks

  • No evidence of self-organised plants, removed management layers, profit sharing or any measured organisational outcome. No Vietnamese source links the company to open management or Teal Unicorn.
  • The 2025 profit jump is industry-wide: US tariffs of about 20% on Vietnam against far higher tariffs on China shifted orders to Vietnam, and Vinatex reported 149% of its profit plan. It says nothing about the organisation.
  • A margin of 3-4% with 12,000 people at about USD 420 a month is classic contract manufacturing; a five-and-a-half to six-day week is standard in the sector.
  • State proximity: a 32% state shareholder, a party committee, a prime-ministerial visit with government-assigned tasks - decentralisation ends where state directives begin.
  • Garco10 is not among the 100-plus ZeroDX nominees for 2026; the Vietnamese nominees are two small companies, also Teal Unicorn clients.

Verdict

Garco10 is here for one reason: someone will read the Corporate Rebels sentence and ask. The answer is that there is no case - a large, state-linked manufacturer did a workshop in 2018 and simplified some forms. That is not a criticism of the company, which is doing well. It is a criticism of how a consultancy's marketing became a movement's evidence without anyone checking.
